Cook pasta: Boil pasta in salted water according to package instructions. Drain and set aside.
Cook sauce: Heat oil in a skillet. Sauté onion until soft. Add beef or chicken, tomatoes, cumin, paprika, salt, pepper, and bell pepper (if using). Cook 10 minutes until meat is done.
Combine: Toss pasta with sauce.
