Sauté: Heat oil in a pot over medium heat. Sauté onion until golden. Add cumin and cinnamon; cook 1 minute.
Cook Rice: Add rice, water or broth, salt, and raisins or carrots (if using). Bring to a boil, then reduce to low, cover, and simmer 15 minutes until rice is fluffy.
Serve: Fluff with a fork and serve with suqaar or vegetables.
