Cook meat: Heat oil in a large pot over medium heat. Add meat, season with salt and pepper, and brown for 5-7 minutes. Remove and set aside.
Sauté: In the same pot, sauté onion until golden. Add tomatoes, cumin, coriander, and cinnamon. Cook 3 minutes until fragrant.
Cook rice: Add rice, broth, raisins (if using), and browned meat. Bring to a boil, then reduce to low, cover, and simmer for 15-20 minutes until rice is fluffy.
Serve: Fluff with a fork and serve with a side of salad or maraq.
